What's the best way to get your Energy up so you can utilize the Carryover points? Also, once it goes up, does it go down without something happening (injury etc.) to decrease it?

When you fill your energy bar you get a turn and a half every turn, i.e. if your carryover bar is at one and you advance the schedule it will go to 2.5
